China says Xi’s Kyrgyzstan visit cements permanent good-neighborliness and boosts cooperation

Chinese Foreign Minister Wang Yi briefed reporters after President Xi Jinping's trip to Bishkek for the Shanghai Cooperation Organization summit and a state visit to Kyrgyzstan. Wang described the visit as strengthening "permanent good-neighborliness and friendship" and opening "new prospects for shared prosperity."

The most significant political result was a bilateral treaty on permanent good-neighborliness, friendship and cooperation signed by the two heads of state. Wang framed the treaty as legally cementing the countries' commitment to long-term friendship and elevating political mutual trust and strategic coordination.

Infrastructure and connectivity priorities

A key infrastructure priority highlighted by Xi and reiterated by Wang was the China-Kyrgyzstan-Uzbekistan railway. Xi called for ensuring the high-quality construction of that railway and described it as a major transportation artery. Kyrgyz President Sadyr Japarov expressed Kyrgyzstan's readiness to advance the project and called for it to become a "steel Silk Road" and a new bond of friendship.

Both sides agreed to elevate practical cooperation with an emphasis on high-quality Belt and Road cooperation. They committed to consolidating trade and investment, strengthening connectivity, and cooperating on green minerals. The partnership is also set to move into emerging fields: the digital economy, clean energy, and artificial intelligence were specifically mentioned as areas for expansion.

Expect diplomatic follow-through on the signed cooperation documents and treaty, and attention to the China-Kyrgyzstan-Uzbekistan railway as a visible, multi-country infrastructure project. Bilateral engagement is positioned to broaden beyond traditional trade and transport into technology-driven sectors and resource cooperation.
