Maritime safety rules, US civilian nuclear regulations and UK standards do not currently align for merchant nuclear propulsion. Changing paper-based regulation across jurisdictions is proving to be a major technical and administrative effort.
Alongside safety, the project is exploring liability frameworks so that commercial nuclear ships could obtain insurance at marketable rates. The partners recognize insurance and legal responsibility as essential practical enablers for a commercial operation.

Using the conceptual reactor-powered vessel as a test case, partners will model terminal operations, radiation protection measures specific to container terminals, port access procedures and the physical security measures necessary while a reactor-equipped ship is docked. The work is described as practical and collaborative: LR's Global Containerships Segment Director, Nick Gross, said the programme "will examine the security and safeguards that would need to be addressed for safe operations."
