BRICS leaders adopted the New Delhi Declaration at the 18th BRICS Summit (September 12–13, 2026). The grouping backed establishing a startup incubator network and agreed to consider a BRICS Startup Innovation Fund. The fund is described as a potential catalyst for innovation-led growth. Digital public infrastructure and youth platforms
A proposal for a digital public infrastructure (DPI) repository made the declaration. Member states will pilot DPI-led digital transformation projects. The statement argues that DPIs and digital public goods can scale service delivery and expand economic and social opportunities. Leaders also proposed a virtual platform for BRICS youth startups to facilitate networking and idea exchange among young entrepreneurs and researchers.
Cooperation on AI and advanced technologies
BRICS committed to broader access to AI resources with explicit conditions: safety, security, inclusiveness and reliability. The declaration reiterates implementation of the BRICS Leaders' Statement on the Global Governance of Artificial Intelligence. Beyond AI, the grouping signalled deeper cooperation in quantum technologies, Industry 4.0, robotics and advanced digital manufacturing.
Cross-border payments and MSME finance
Force will study interoperability between payment and messaging systems, and evaluate using local currencies for trade settlements and investments. The declaration seeks practical cross-border payment solutions that are faster, lower-cost, accessible, transparent and safe, while recognising members may adopt different approaches.
Overall, the New Delhi Declaration lays out coordinated initiatives that aim to make cross-border business, finance and technology collaboration more practical for BRICS members and their startups, MSMEs and research communities.
