# Evidence considered The court reviewed pre-construction survey records showing hairline cracks in perimeter walls, cracked fence pillars, and settlement in some sections of the properties. Saigon Construction Inspection JSC and other assessors examined the site and identified multiple contributing factors:

  • The area sits on soft ground prone to consolidation settlement. Groundwater pumping, excavation, and heavy equipment associated with nearby construction can accelerate that settlement.
  • For villas 14, 15, 18 and 19, the damage was attributed largely to the buildings' own settlement and to settlement of surrounding infrastructure.
