Useful takeaways from this story.

MGIS submissions satisfy information requirements for the Ministry of Tourism and can be integrated with existing guest management systems.

MIRA also tightened registration and reporting rules: foreign entities must register through its portal, and businesses liable for Tourism GST must report foreign agencies and booking platforms involved in room sales.

Authority (MIRA) has launched the Maldives Guest Information System (MGIS), a new digital portal for tourism businesses to submit information on tourists staying at their properties. Finance Minister Hassan Zareer officially launched MGIS at a ceremony.

MGIS creates a single platform for businesses registered for the Green Tax to report guest information. MIRA says the portal will streamline submissions and remove duplicate filings because information sent through MGIS will also be considered the data required by the Ministry of Tourism.

MIRA has designed MGIS so tourism establishments can integrate their existing guest management systems with the portal. That integration reduces manual preparation and submission of guest details and should shorten the administrative steps for properties that already use property management systems.

New registration and reporting rules

MGIS accompanies broader MIRA changes to reporting and registration in the tourism sector. Amendments to the Goods and Services Tax Act require foreign entities that need to register with MIRA to complete that registration through a submission portal provided by the authority.

Additionally, MIRA instructed all businesses liable for Tourism Goods and Services Tax (TGST) to report details of foreign agencies and booking platforms involved in transactions for the sale of rooms at Maldivian resorts. The reporting obligation applies to resorts, guesthouses and travel agencies that engage with overseas agencies and booking platforms in selling resort accommodation.

Practical implications for tourism businesses

Properties will need to update their back‑office workflows and technical connections to meet the November and January deadlines. Integrations between existing guest management systems and MGIS are possible, but individual businesses will need to plan and test those links to avoid reporting gaps.

Travel agencies and resorts that use overseas booking platforms should prepare to compile and submit data about those platforms and partner agencies to satisfy TGST reporting requirements. Foreign entities that have not registered with MIRA should use the authority's submission portal to complete registration.

What this changes for authorities and operators

From an administrative perspective, MGIS centralises guest records and aligns tax and tourism reporting on a single feed. For operators, the change concentrates reporting obligations in one digital process but adds explicit deadlines and new requirements around foreign intermediaries.

  • November: reporting mandatory for resorts, hotels and guesthouses with more than 50 beds.
  • January: MGIS use mandatory for other Green Tax-registered parties.

The launch signals a shift toward centralised digital reporting and more granular disclosure around international distribution channels for Maldivian accommodation sales.
