- Utility template messages: Messages sent using utility templates inside the 24-hour customer-service window will be charged at the applicable utility rate and do not get the 1,000-message free allowance.
# Which business messages can become billable The change affects customer-facing communications sent at scale through the Business Platform or API. Examples listed in Meta's announcement and the reporting include payment alerts, booking confirmations, appointment reminders, account notifications, delivery updates, order confirmations, returns handling and other automated customer service replies.
# Who will feel the cost most Large and medium organisations that operate automated messaging at scale are most exposed: banks, fintechs, insurers, airlines, logistics firms, retailers, e-commerce platforms, healthcare providers and telcos. The impact depends on message volumes, the split between service vs. marketing vs. utility templates, and reliance on automation or chatbots.
# Simple cost illustration If a Kenyan business sends 10,000 chargeable service messages in a month, it keeps the first 1,000 free and is billed roughly KSh0.52 on the remaining 9,000. That example produces a bill of about KSh4,680. Marketing-only campaigns would continue to use the marketing rate (roughly KSh32,000–KSh33,000 for 10,000 marketing messages at KSh3.20–3.30).
# Billing scope and exceptions
- Small traders who only use the free WhatsApp Business mobile app (without the Business Platform/API) are not directly charged under this model.
- Businesses that contract third-party Business Solution Providers may face higher costs than Meta's list rates because providers can add their own fees or markups.
